Dear Kitson,

I return herewith two copies of the brief which you left with me on Saturday afternoon, on the subject of the New Territories in Hong Kong, which you had prepared for the use of your Secretary of State in connection with the forthcoming visit of Mr. T.V. Soong.

In one of these copies I have underlined the additions which we have made to the draft which you left with me.

In the passage at the end of paragraph 3 I have attempted to reproduce the actual language used in the discussion between Sir Horace Seymour and the Chinese Minister of Foreign Affairs in December, 1942.

The relevant telegrams are those ending with Chungking telegram to Foreign Office, Nos. 1746 and 1753 of the 30th and 31st December, 1942.

Subject to these amendments the draft brief is acceptable to the Colonial Office.
